Three Amsterdam mosques have adopted a code of conduct to fight radicalism, promote democratic values and encourage Muslim clerics to use Dutch. In exchange, the government has pledged to fight discrimination of Muslims. The mosques began work on the code after the murder in November of the filmmaker Theo van Gogh by a man of Moroccan origin. Mosques that adopt the code will consult with the family of a potential terrorist, but if such actions do not lead to a change in behavior, the mosques pledge to report the person to the Dutch authorities.
